Everything you need is available: SSH access, Composer and cron jobs for the TYPO3 scheduler are included in all plans.

Installing TYPO3 with Composer
Connect via SSH, change to your domain's directory and create the project with composer create-project typo3/cms-base-distribution. Then point the document root of the domain to the public folder in the control panel and create a database. Run the scheduler via a cron job with vendor/bin/typo3 scheduler:run.
