01Background

The starting point: the same information in three places

Fire service squad training is organised in modules. Each unit - theory, practical training, civil protection - has to be recorded individually, with the date and the instructor’s signature. Until now, this was handled on paper and in spreadsheets side by side:

Before

  • one training record booklet per participant, which they carry themselves - if it is lost, the record is gone
  • attendance lists on paper, later transferred by hand into a spreadsheet
  • certificates filled in by hand from a template, name by name
  • no overview of who is still missing which units
  • and finally every entry a second time by hand in FeuerOn, the state-wide administration system of the fire services

Today

  1. Training evening
  2. Platform
  3. FeuerOn

Record certificates once - sent to FeuerOn automatically, with a traceable log

“The real effort wasn’t in recording, but in bringing it all together: the same information was in three places, and none of them was the right one.”

02Platform

The platform: from the training evening straight into FeuerOn

With MTA - Modular Squad Training, Andreas Wegener has developed a platform that brings these strands together. When an instructor signs off a module or someone completes a course, the entry goes to FeuerOn automatically - with no re-entry and no collective list at the end of the year. Every transfer is logged, so it remains clear when each record was reported. Promotions run through the same interface: the platform checks against the applicable regulation who is eligible, prepares the process and reports the new rank back once it has been approved.

In use today, among other things:

  • Training overview per person and group, with progress as a percentage
  • Instructor’s signature for each unit
  • QR code at the training evening: the instructor records what was covered, the candidates scan the code and confirm their attendance themselves
  • Attendance lists that can be corrected afterwards, as a table and PDF
  • Certificates from templates, for one person or an entire course
  • Self-study with learning videos and self-assessment questions
  • Forms such as consent forms, signed in the browser

Five roles - from participants through instructors to administration - each see only what they need. The application is multi-tenant: several municipalities share the same installation, and each sees only its own data.

What the process looks like for candidates - from the first sign-in to signing via QR code - is shown in the guide for candidates directly on the platform.

03Container hosting

Why container hosting

The platform is not a single application but a group of services: web interface, API and sign-in service are separate services with two databases behind them. This could not be mapped onto classic web hosting - and for a single developer, a server of his own would have meant maintaining the operating system, security updates and certificates himself.

“With container hosting, my responsibility ends at the image.”

There were also two practical reasons: test, demo and production run on the same images and differ only in their configuration. And if a new version goes wrong, the previous one is running again within minutes.

Project architecture: ShieldCache in front of the web services, databases in internal networks.

The databases sit in internal networks without internet access; only the services that need them can reach them. Only the web services are reachable from outside - and only through ShieldCache.

04ShieldCache

Why ShieldCache in front

The platform has to be publicly reachable: participants open it on their phones in the evening. Running a web application firewall of his own was out of the question for Andreas Wegener - “Maintaining rules, tracking attack patterns, evaluating false alarms - that is a profession of its own.”

ShieldCache takes care of that:

  • Firewall: Every request is checked before it reaches the application.
  • Request limits: protect the sign-in service against password guessing.
  • Cache: Large static files of the interface are served from the cache and no longer reach the container at all.
  • Hidden origin: There is no address through which ShieldCache could be bypassed.
Web Application Firewall settings in ShieldCache: mode “Block”, inspection level and application profiles.
The Web Application Firewall in ShieldCache: mode, inspection level and application profiles per website.

05GDPR

GDPR: not an extra, but a prerequisite

The platform processes data of volunteer emergency personnel. The municipality is the controller within the meaning of the GDPR, the developer is the processor. Only what is needed for the purpose is stored.

“GDPR compliance is not an extra here but the prerequisite for acceptance - among the emergency personnel whose data it is, and on the public side that has to approve its use. A German provider with a data processing agreement was therefore not a preference, but a given.”

06Rollout

Rollout: minutes instead of days

From the finished image to “up and running” took minutes. The separate networks cost a few lines of configuration instead of an afternoon of firewall rules. What helped most was the graphical view of the network with the containers it contains.

Network view in the container hosting customer area: public containers on the left, the networks in the middle labelled “Internet outbound” or “internal, no internet”, the internal databases and the secrets store on the right, all containers running.
The network view in the customer area: networks with internet access are labelled “Internet outbound”, internal networks “internal, no internet”.

The real homework was on the developer’s side: a clean Compose file and clearly separated environment files - what gets checked in, and what belongs in the file with the credentials?

Uncomfortable, and useful for exactly that reason, was the scan of the images for known vulnerabilities, naming the affected CVEs. The consequence: Andreas Wegener has since been building his own patched base images, rebuilt every night so that operating system security updates follow automatically.

Security scan of an image in container hosting: number of known vulnerabilities by severity critical, high, medium and low, next to the key data of the container.
The security scan shows the known vulnerabilities of each image by severity.

And something else has changed:

“One look at the logs makes it instantly clear that not everyone on the internet is your friend. It knocks all day long - automated, indifferent, tireless. That awareness changes how you develop: with every new page you ask yourself what it looks like from the outside.”

07Result

The result

  • Record certificates once - sent to FeuerOn automatically, with a traceable log
  • New versions deployed with one click instead of manual server work
  • Several environments with an identical setup
  • Protection and relief through ShieldCache, without maintaining a firewall
  • Hosting in Germany with a data processing agreement

“The hosting showed me what I had not seen before: known vulnerabilities in every image, and in the logs, that nobody on the internet is your friend. Uncomfortable - and the most useful part of the whole move. Since then we build our base images ourselves, patched, and having something in front of the application that I do not have to maintain myself takes away my biggest worry.”

08Further development

From our development: what we take away from the project

Projects like this show us where our container hosting really carries the load in everyday use - and where it can get better. Several suggestions from the collaboration have already been implemented:

Implemented

Update your own images faster.

Anyone who rebuilds base images every night often pushes under the same tag. “Rebuild” now fetches the current state of the tag for images from your own registry: if the build is unchanged, the container is recreated immediately; if it is new, it is scanned and then applied automatically. If a new build fails the scan, the container keeps running with the last scanned state.

Implemented

Clearly labelled networks.

The graphical view now clearly distinguishes between internet access (outbound) and reachability from outside - a network “with internet” does not mean that a container is reachable from outside.

Implemented

Compose import with existing networks.

Networks shared by several stacks are recognised and reused during import instead of causing an error.

Implemented

Keep credentials separate.

During Compose import, values with secret-sounding names are marked as secrets; secrets are stored encrypted and passed to the container only at runtime - so the homework “clean Compose, separate environment files” has its counterpart on our side.

And on the point Andreas Wegener calls “incredibly powerful”: ShieldCache starts with secure defaults. Rules per path, limits and cache rules can be added step by step, and the access log shows what each rule does. You do not have to understand everything on day one.

09Conclusion

Our conclusion

The platform shows how much a single developer can run today when operations are taken off his hands: a group of several services, multi-tenant, connected to a state system and handling sensitive data. Container hosting provides separate networks, scanned images and fast deployment; ShieldCache keeps the application reachable and protects it without anyone having to maintain a firewall. And everything runs in Germany, under a data processing agreement.
